WHAT HAPPENED?

TikTok just made its media-buying footprint much bigger than TikTok itself.

Advertisers can extend existing TikTok campaigns into third-party app inventory without creating a separate campaign setup.

TikTok says its network spans nearly 400,000 apps globally and reaches more than 1 billion daily active users through app traffic.

TikTok is trying to make its advertising system useful even when the customer isn't actually on TikTok.

1. WHAT TIKTOK ACTUALLY CHANGED

Advertisers can add TikTok Ad Network as an eligible placement and let TikTok's system optimize delivery between TikTok and third-party inventory.

TikTok says this creates two kinds of additional reach.
And it can reach people who cannot be reached through TikTok itself.

TikTok says 50% of TikTok Ad Network users aren't on TikTok, representing 95 million incremental users in its current data.

❝

TikTok's proposition is becoming bigger than the TikTok feed.

More inventory creates more scale.
Whether it creates equally valuable customers is the part advertisers need to test.

ORBIT’s TAKE

2. WHY IT MATTERS FOR ADVERTISERS

The important shift is simple:

ChatGPT Ads can increasingly be judged on performance rather than novelty.

TikTok is becoming a distribution system beyond its own platform.

An advertiser can supply TikTok with the campaign, creative, objective and signals.

TikTok can then find opportunities across its own environment and third-party apps.

That potentially makes scaling easier.

But advertisers shouldn't assume:

TikTok inventory = TikTok Ad Network inventory.

The placement is different.

The context is different.

The user may be different.

And the economic value of the resulting customer could be different.

So the real question isn't simply:

Did CPA fall?

It's:

Did the additional inventory create valuable incremental customers?

❝

More reach is useful.

But more inventory isn't automatically better inventory. TikTok needs to prove that its optimization advantage travels beyond TikTok itself.

3. Here’s an Explainer!

Imagine a mobile-commerce advertiser spending $100,000 per month on TikTok.

Performance is strong, but scaling further is getting expensive.

The advertiser adds TikTok Ad Network as an eligible placement.

TikTok can now use the campaign's existing learnings while finding additional opportunities across third-party apps.

Suppose — hypothetically — the results are:

TikTok: $28 CPA

TikTok Ad Network: $23 CPA

Looks great.

Then the advertiser examines customer value:

TikTok customer value: $55

Ad Network customer value: $38

Suddenly the cheaper acquisition doesn't look quite as attractive.

The advertiser should ask:

Is this genuinely incremental reach?

Is conversion quality comparable?

Which apps are driving performance?

Does retention hold?

THE SIGNAL
Cheap reach is easy to celebrate. Valuable incremental reach is harder to prove.

4. WHAT ADVERTISERS SHOULD DO

First, treat off-platform inventory as a separate performance test.

Even if TikTok makes activation easy, keep a clear analytical comparison between TikTok and TikTok Ad Network performance.

Second, go beyond CPA.

Compare revenue, retention, LTV, purchase quality or lead quality between placement types.

Third, inspect placement and verification data.

Nearly 400,000 apps is not one media environment. Understand where your ads actually appeared and use third-party verification where appropriate.

ORBIT. TODAY’s TAKE

TikTok built an advertising business around understanding attention inside TikTok.

Now it wants that advertising system to travel.

That could turn TikTok into a broader media-buying layer rather than simply a destination.

But advertisers shouldn't ask only:

“How much more reach can I buy?”

The better question is:

“Can TikTok still find valuable customers when they're not on TikTok?”
